The EU’s code of conduct group on business taxation has appointed Tina Humar of Slovenia as its new chair.
Her two-year mandate began on 21 May 2026.
Humar is currently director-general in the Directorate for the System of Tax, Customs and Other Public Finance Revenues at Slovenia’s Ministry of Finance.
Between 2014 and 2020, she served as senior advisor/undersecretary in the Ministry of Finance, within the Directorate for the System of Tax, Customs and Other Public Finance Revenues, Income and Property Taxation System Division.
The code of conduct group was set up in 1998 and is made up of senior tax officials from EU member states.
It is the forum responsible for encouraging fair tax competition and overseeing potentially harmful tax measures within the EU and in relation to non-EU countries.
The group is responsible for implementing the code of conduct for business taxation, an intergovernmental pledge by EU member states to limit harmful tax practices and support fair tax competition within the EU and globally.
Its role also extends beyond the bloc “to promote worldwide tax good governance through cooperation”.
Among its core tasks is the technical examination and evaluation that underpin the Council of the EU’s regular updates to the list of non-cooperative tax jurisdictions.
The list is revised twice a year after a detailed review of how third-country jurisdictions involved in the process have implemented their commitments.
The chair of the group, assisted by the General Secretariat of the Council and the European Commission, is in charge of contacts with third-country jurisdictions in the context of the EU listing process.
